Egypt Vision 2030 and the National AI Strategy

The second edition of the National AI Strategy runs to 2030 and is organised around six pillars: governance, technology, data, infrastructure, ecosystem and talent. Its emphasis on building capability locally rather than renting it is the sentence worth quoting inside a business case. A project that can name the pillar it serves clears a committee faster than one that quotes a productivity figure, and both are usually true at the same time. We write both.

You probably already have the people

Egypt exports engineering talent to the rest of the region, which changes what handover means here. In the Gulf the question is whether knowledge reaches nationals. Here it is more often whether you are being sold a managed service you could run yourself. Everything we build transfers: source code, model weights, prompts, infrastructure configuration, the evaluation harness and the runbooks. Your own team running it after we leave is the intended outcome and not a lesser one.

The 31 October 2026 deadline

The executive regulations to Personal Data Protection Law 151 of 2020 came into force in November 2025, and the grace period to comply ends on 31 October 2026. Moving personal data out of Egypt needs a licence from the Personal Data Protection Centre, granted per destination country against its assessment of the protection there, and the Centre has ninety days to decide on a complete application. Read that as an architecture constraint rather than as paperwork for later: it decides whether a model may run in a US region at all, and it is far cheaper to design around now than to retrofit after a security review.

What it costs, and in which currency

Quoted in Egyptian pounds (EGP) or US dollars where you need it to be. The readiness review is free, the assessment that follows is a fixed fee agreed before it starts, and you will leave the first conversation with a range for your own situation rather than a brochure.

The pound has moved a long way since 2022, so which currency a fixed fee is written in is a real question here rather than an administrative one. Ask for the quote in whichever your finance team would rather carry, and we will tell you plainly which way the risk runs in each.

Which model, and does it have to be a local one.

Most of your documents are in Modern Standard Arabic and most of the people who will use the system speak Egyptian Arabic, which is a different problem from the one the Gulf pages describe. Egyptian Arabic is also the dialect understood most widely across the region, so a system that handles it properly travels further than one tuned to a single market. There is no Egyptian equivalent of ALLaM or Falcon that turns up in a procurement, so here the model is chosen on measurement against your own documents rather than on a flag.
